The permissibility of zakat in general was established during the Meccan period, as evidenced by the Meccan verses that explicitly state this, such as the verse in Surah Al-Muzzammil: "Establish prayer and give zakat and lend Allah a goodly loan." This is one of the earliest surahs revealed in the Quran. The claim that this verse is Medinan is incorrect because if it were Medinan, then this part alone would be Medinan, and the entire surah would be Medinan, while the first part of it abrogates what was previously obligatory at the beginning of the surah regarding standing for most of the night, which was during the Meccan period. This is clear evidence of the Meccan nature of this verse.
